CURRICULUM VITAE
He was born in Ardahan in 1974 and completed his primary and secondary education in Ardahan. In 1992, he graduated from Ardahan High School as the valedictorian of the school. Between 1992 and 1994, he studied at Middle East Technical University (METU), Faculty of Economics and Administrative Sciences, Department of Political Science and Public Administration. In 1998, he graduated from Ankara University Faculty of Law. He completed his master's degree in History, Politics and Sociology at the University of Exeter in the UK. He received an MA degree (2000-2001). He completed his master's degree at Ankara University, Faculty of Political Sciences (Mülkiye), Department of Political Science and Administration (1999-2001). He graduated from the 29th Term Public Diplomacy Course organized by the Secretariat General of the National Security Council. He completed the 86th Term Candidate District Governor Course with outstanding success. Between 2012 and 2015, he was sent to the United Kingdom by the Ministry of Interior to do his doctorate. He completed his PhD in Political Science and International Relations at the University of Southampton in the UK and received a PhD degree.
Between 01-24/07/2017, he participated in the training program titled The Role of Local Administrative Officers in Local Development organized jointly by the Japan International Cooperation Agency (JICA) and the Ministry of Interior of the Republic of Turkey in Japan.
In 2018, he was awarded the Most Successful Local Administrative Officers of the Year Award, organized by the Turkish Administrators Association every year on the occasion of January 10 Administrators' Day, for his contributions to education during his term as District Governor of Merzifon and for his contributions to the education of children.
In 2020, within the scope of the 38th Turkey Fair Play Awards given by the Turkish National Olympic Committee (TMOK) with the slogan “To the good, to the true, to the beautiful”, he was deemed worthy of the Honorary Diploma Award in the Sportive Fair Play Career Branch due to the support he provided to 110 thousand students who play sports in amateur sports clubs and school sports clubs with the Sports Tokat Project, which was initiated during his term as Governor of Tokat in order to protect children and young people in Tokat from all kinds of addiction and to encourage them to sports in order to raise them as moral people and to instill the love of sports in them and the society.
Within the scope of the 58th Library Week organized by the Ministry of Culture and Tourism on March 28, 2022 with the theme of “There is Life in the Library”, Tokat Governor Ozan Balcı was awarded the “Library Friendly Governor of the Year” award for the “Book Tokat Project” activities carried out throughout the province to spread the reading culture and develop the habit of reading books and using libraries.
Governor Ozan Balcı was presented with the 2023 Publishing Special Award of the Turkish Publishers Association for his active support for children's reading in Van, popularizing the reading culture especially among children, establishing new libraries in schools, establishing baby children's libraries in all districts, delivering 500 thousand qualified TÜBİTAK ( Scientific and Technological Research Council of Turkiye) publications to children and ensuring that 4 million books meet with children within the scope of the Book Van Project, as well as contributing to the authors and publishing sector.

He served as Deputy District Governor in Ardahan-Damal, Balıkesir-Havran, Ordu-Akkuş, Adıyaman-Çelikhan, Siirt-Eruh, Sakarya-Taraklı, Şanlıurfa-Birecik, Samsun-Vezirköprü, Amasya-Merzifon and Şırnak Deputy Governor. For a certain period of time, he worked at the former Republic of Turkey Prime Ministry Undersecretariat of Foreign Trade. On 12.09.2017, he started his duty as Diyarbakır-Kayapınar District Governor, to which he was appointed by the Joint Decree dated 20.08.2017 and numbered 2017/345. He also served as the Deputy Mayor of Diyarbakır-Kayapınar. Between October 27, 2018 and May 11, 2022, he served as the Governor of Tokat. On May 20, 2022, he started his duty as the Governor of Van, to which he was appointed by the Presidential Decree dated May 11, 2022 and numbered 2022/209. He also served as the Deputy Mayor of Van Metropolitan Municipality between May 20, 2022 and March 31, 2024.
Dr. Ozan Balcı is married and has three children.
